To tile just a subset of your open programs (at least in Windows XP), click on the taskbar button for the first program you want to tile, then Ctrl-click on the button for the second program you want to be able to see. Both taskbar buttons should remain selected. Right-click on the second taskbar button and select Tile Windows Horizontally or Tile Windows Vertically.
